JOB ROLE:System Health Workforce Planning
  • Lead the sustainable, efficient and effective planning of health workforce development (education, training) across the continuum of health care, in accordance with the direction of the National Health Strategy to meet the needs of current and future health workforce requirements.
  • Communicating, consulting and collaborating with key stakeholders to set strategic direction for health workforce development and health care profession retention.
  • Leading the co-ordination and facilitation of innovation and collaboration across the disciplines and education and training providers.
  • Adopting a multi-professional approach to health care education, training and development of health workforce.
  • Identifying and measuring performance against specific education, training and development outcomes.
  • Establishing minimum standards and frameworks linked to the achievement of health care education, training and development outcomes.
  • Develop, implement and maintain a framework that facilitates health care education and training
development across the health professions. * Leading the development of processes which will enable the measurement and evaluation of education and training development activity.
  • Plan and develop an evidence-based mandatory healthcare training program across the continuum and in liaison with all stakeholders.
  • Ensuring planning of health care education and training supports the credentialing and scope of practice system within the health workforce.
  • Working with discipline representatives to develop specific and multi-professional, documented, evidence based learning programs across the continuum.
  • Providing leadership, mentorship and support in the achievement of further development in clinical education for allied health professionals.
  • Leading, facilitating and participating in quality improvement activities related to health workforce development.
  • Maintaining contemporary knowledge and skills in education, training, development and relevant specialties.
System Health Facilities Planning
  • Responsible for coordinating health services programs, resource development and research and planning practices in order to implement programs and develop standards; and to perform related work as required.
  • Under general direction, responsible for coordinating multidisciplinary staff efforts, and directing the work of a health division in the use of integrated research and planning, and program and resource development.
  • Representing the Healthcare Facility Planning Unit in planning and evaluation matters before MOPH departments, community, governmental and professional groups.
  • Develops and implements research and planning activities to maintain an integrated approach to health care development and resource allocation.
  • Directs studies and analysis of health care efficiency, access, appropriateness and effectiveness.
  • Coordinates departmental activities related to health services programs.
  • Proposes health care policies and monitors implementation of such policies.
  • Identifies health care financial resources and directs the writing of grant proposals for such resources.
  • Participates in professional committees directed toward priority health care areas.
  • Directing and coordinating all aspects of the service planning of the healthcare facility development process from project business planning through to health service operation.
  • Developing and implementing the systems, processes and resources required to deliver the service planning aspect of the healthcare facility development program
  • Maintaining the service planning aspects of the Qatar Healthcare Facility Master Plan.
  • Directing and coordinating all service planning aspects of developing and updating the Qatar Health Care Facility Master Plan process from project business planning through to operation.
  • Develop and implement meeting and reporting structures and cost reporting systems.
  • Coordinate the development and implementation of all necessary information to support the production of the service planning aspects of healthcare facility business cases for new developments.
  • Work with healthcare providers on the service planning aspects of the business case, ensuring a range of health service options.
  • Support the Manager of healthcare facility planning unit with the day-to-day management and coordination of specific healthcare facility projects to the approved scope, time, quality and cost parameters.
  • Prepare monthly progress reports, the coordination and flow of relevant information to stakeholders, the preparation of consultant briefs and the development of a detailed project program.
  • Perform miscellaneous duties as assigned
Clinical Services Planning
  • Identify and implement imaginative and effective solutions to complex challenges using a variety of approaches, such as human-centred design, social innovation, healthcare systems thinking, direct situational analysis of healthcare system effectiveness, efficiency, appropriateness services and demands, risks, projections.
  • Manage and provide expertise, advice, and support to the management on a diversity of issues relating to clinical services master planning.
  • Develop healthcare service planning solutions then collaborate with multi-stakeholder/multi-partner groups in professional committees on various prototypes that test health care services planning solutions, providing research and design support in most efficient and timely manner.
  • Support in managing strategic planning for service planning for clinical services (from inception to the Design stage).
  • Use a variety of evaluation techniques, including Developmental Evaluation, to continuously iterate and improve current and future processes and assess success/effectiveness, feasibility and viability of interventions.
  • Conduct ongoing primary and secondary research (interpret data sets, analyse and review research, make recommendations); develop briefings and other documents in response to requests.
  • Engage with health services to educate them on services planning strategies and objectives.
  • Ensure that service plans respond to changes in demographics and population health needs.
  • Coordinate the development of a health infrastructure master plan for Qatar.
  • Ensure all approved new projects are included in services and capital expenditure budget.
  • Review reports, policy documents and other relevant materials related to urban development, and provide analysis as requested.
  • Collaborate with workforce planning team to ensure they are working on securing excellent manpower for current and future health services.
  • Analyse and apply socio-demographic, financial and health service trends as relevant to health services and facility planning.
  • Represent the Unit in planning, evaluation matters, cooperation and any business required before Ministry of Public Health departments, community, governmental, and professional groups.
  • Ensure appropriate standards in developing and documenting health service planning processes are achieved by assisting and consulting with Health Clinical Disciplines; Clinical Programs; University and Hospital stakeholders and external clinical partners as relevant.
  • Consult and liaise with internal and external stakeholders (including consumers) to contribute to service plans.
  • Perform other duties as requested to meet the ongoing organizational needs.
