- Operation of all ITS devices, Road traffic applications, SCATS enabled Traffic Signal Junctions and Tunnels Management Systems in the State of Qatar that are connected to the Authority’s Roads Management Centre (RMC)
- Operate and maintain RMCs and Tunnel Control Room Operational to deliver Operations at 24 Hours a day, 7 days a week and 365 days a year.
- Rectify all UTP/Fiber passive/cabling faults across all the Authority control centers, Local Area and Wide Area Networks.
- Maintenance and Support of the RMC, Road traffic applications/software’s, Tunnels Management Systems/Software’s, Compute, Storage, network, and ICS/OT security of the Authority control centers.
- Prepare the mobilization period to be ready to operate the network at Effective Date;
- Ensure the General Management of the O&M company.
- General management of the O&M activities (including staff management, Finance and Administration, operational management, budget monitoring and reporting);
- Direction and coordination of the project to achieve the agreed objectives (key performance indicators) as required by the contract;
- Overall decision-making on a day-to-day basis for the performance of the Operations and Maintenance team in carrying out the works under the contract;
- During the pre-operation period
- Develop and finalize the O&M company organization:
- Ensure that the staged recruitment of all essential personnel operates successfully;
- Ensure that the O&M company has appropriately trained and managed staff to meet its contractual responsibilities;
- Initiate best practice human resources management policies and systems ;
- Oversee the successful management of outsourced services:
- Set up subcontracts (landscaping, towing, tolling, Contact Center, Banks, Civil Works subcontractors, Utility Provides, etc.);
- Ensure the respect for all the contractual obligations, interfaces and subcontracts;
- Oversee establishment of all project financial, accounting and administration standards, systems and reporting formats;
- Assure relation and communication with the Framework manager and all relevant project’s stakeholders;
- Control the implementation of the administrative procedures;
- Work closely with the Client, participating in the meetings as requested and ensure that all decisions from the meetings are progressed efficiently and in a timely manner.
- Provide specific approach/strategy, standards and procedures by which the work will be performed;
- Overview the Operations and Maintenance Works activities and where necessary initiate corrective actions to meet required project objectives (key performance indicators);
- Take ultimate responsibility for the development, co-ordination and control of all Operations and Maintenance aspects of the Project;
- Monitor progress and forecasts, and compile monthly progress reports;
- In liaison with project staff, ensure a high level of service to the Road Users;
- Promptly and clearly notify/report any matters of significance to the Concessionaire and the Institution;
- Manage the performance of all direct-report staff including establishment of clear responsibilities and authorities and setting and review of personal performance objectives;
- Ensure the financial management:
- Control the company performance (efficiency follow-up, commercial and contractual procedures);
- Elaborate budgets and business strategy;
- Plan the medium term activity and the organization with regard to strategic objectives;
- Ensure the implementation and good application of all procedures and plans by the entire staff, subcontractors or other external entities;
- Ensure a working knowledge of all O&M staff of the Company’s Human Resource policies and procedures and ensure compliance to OH&S, Environmental, Equal Opportunity & Non-Discrimination and Smoking, Drugs & Alcohol policies etc.;
- Control that human resources policies and procedures are implemented;
- Ensure the risk management procedure is correctly implemented;
- Ensure reporting to the headquarter.
