- Serve as the primary point of contact with Contracts Department and end–user departments under OR in relation to effectively managing the tendering, contracts management, contract compliance and contractual issues.
- Provide professional advice, expertise, and practical assistance to all assigned end-user departments under OR in the pre and post Contract advisory services in a manner that is consistent with QatarEnergy regulations, policies and procedures with established milestone.
- Review Scope of Work/Services, pricing mechanism, contracting strategy and the verification of the completeness & accuracy of the technical information supplied and also, the tender documents to ensure that tenders are in full compliance with QatarEnergy’s Policies and Procedures.
- Assist the assigned end-user departments in issuance of tender bulletins, tender clarifications and also, in expediting technical bid evaluation of tenders. Represents the ORB/2 in various tender and evaluation committees. Maintains strict confidentiality and ethics on all contractual matters.
- Review of contract documents to ensure that the effect of all negotiations, clarifications and qualifications are incorporated.
- Post award activities of administering and monitoring Work Change Requests (WCR) and other contract administration functions in a manner that is consistent with QatarEnergy’s Policies and Procedures.
- Liaise with Contracts Department to ensure that tenders and contracts are in full compliance with QatarEnergy’s Policies and Procedures.
- Administer the entire contracting activities for Minor Works Contracts (MWC) / Direct Orders (DO) for all the end-user departments under OR ensuring compliance with the QatarEnergy’s Policies and Procedures.
- 12 years Contract management experience in pre and post contract award, including at least five years in oil and gas industry.
- Good oral and written English language with proficiency in contract verbalism, good report writing, analytical and computer skills.
- B.Sc. in Engineering Discipline or equivalent.
