Job Category: Enabling Function: AdminDegree Level: Bachelor's DegreeJob Description:JOB SUMMARY:The Director - Patient Administration provides high level leadership, strategic direction and advocacy in the management of Clinical Operations including Patient Access and front end Revenue Cycle Management functions across Sidra Medicine. Reporting to the Executive Director - Clinical Operations , the Director - Patient Administration develops the strategy and plan for the patient access functions to achieve the vision for Sidra, including outcomes and workforce issues at a strategic and tactical level.The Director is responsible for the management of all aspects of patient administration operations and delivery within the function. The Director - Patient Administration collaborates with Finance in the revenue cycle process and to secure resources and other desired outcomes; Human Resources on all people matters; Nursing for planning and performance of the nursing workforce; HIM for all inpatient & outpatient health information management and revenue data integrity matters.The Director - Patient Administration is also responsible for ensuring that all recommendations, decisions, directions and actions made and associated with this role are carried out in accordance with and support the strategy, values and guiding principles of Sidra Medicine.KEY ROLE ACCOUNTABILITIES:
  • Accountable to the Executive Director - Clinical Operations, for ensuring daily operations of the function run effectively and efficiently which includes referral management, preregistration, scheduling, registration, insurance verification & pre-authorization, admissions/discharges, upfront cash collections, capacity management, case management, and guest relations.
  • Holds staff accountable for meeting standards measured by KPI's including but not limited to daily reconciliation of charges to payments and receivables on all encounters opened during the shift, timeliness and accuracy of registrations, throughput, point-of-service cash collection rates, service authorization/eligibility checks.
  • Actively participates in utilization management reviews - ensuring good utilization of clinics, low Do-Not-Attend (DNA)/ NoShow rates, management of appointment slots.
  • Promotes and maintains excellent customer service relations with all key stakeholders and actively seeks ways to improve quality of services provided.
  • Ensures effective utilization and transition management, timely and accurate front end revenue cycle processes, supporting denial prevention, medical necessity and safe and timely patient throughput.
  • Works closely with physicians to ensure accuracy of charge completion and effective & timely communication around medical necessity.
  • Works with IT to ensure systems are up to date and change requests completed in timely fashion.
  • Keeps policies, procedures, processes and workflows up to date and ensures compliance.
  • Ensures continuous training and education of all department employees for but not limited new payers, health plans and insurance contract guidelines, etc.
  • Serves as the primary liaison with other revenue cycle functions, particularly HIM and Patient Financial Services to ensure a streamlined patient accounts are up to date and accurate.
  • Responsible for overall recruitment, selection and performance management of team members and specifically of the managers who report to the Director.
  • Ensures financial and physical resources within portfolio are utilized effectively and efficiently, managing within budget and other performance targets.
  • Regularly reviews referral management processes with PHCC, HMC and MOPH.
  • Stays abreast of regulatory requirements and other compliance policies ensuring staff are educated and trained appropriately.
  • Adheres to Sidra's standards as they appear in the Code of Conduct and Conflict of Interest policies.

QUALIFICATIONS, EXPERIENCE AND SKILLS: ESSENTIAL PREFERRED
Education Bachelor's Degree in Business Administration, Health Care Management or equivalent Clinical Qualification Master's Degree in Business Administration, Health Care Management or equivalent Clinical Qualification
Experience
  • 10+ years of experience with progressive responsibilities in relevant field inclusive of;
  • Experience as a Senior Executive within a Healthcare setting
  • Experience of successful change management
  • Experience of successful handling of large budgets
  • Experience managing administrative aspects of outpatient and inpatient healthcare facilities at a senior level
  • Experience in revenue cycle process in private hospitals
  • Experience of managing large and diverse clinical teams, including performance management
  • Experience of delivering continuous improvement initiatives
  • Experience of working in health care in the Middle East or GCC region
  • Experience of working in a children and women's hospital
Certification and Licensure
Professional Membership National Association of Healthcare Access Management or other appropriate professional memberships.
