- Provide oversight of the overall planning of infrastructure construction activities, including roads, utilities, drainage systems, and public realm enhancements, to identify critical milestones and priorities.
- Assess the assignment of manpower, materials, and equipment to maximize efficiency, maintain schedules, and meet project goals.
- Anticipate and resolve (in collaboration with the contractor) various problems such as changes in scope, slippage of schedules, and other construction-related challenges.
- Ensure the contractor adopts sound construction practices to attain required quality control at maximum efficiency.
- Prepare periodic reports summarizing the progress of construction activities for higher-level management and clients.
- Ensure effective implementation of all Company and client policies and procedures.
- Serve as the primary contact with client representatives for construction-related activities, maintaining strong client and community relations.
- Oversee and manage all construction activities, ensuring compliance with project specifications, safety standards, and regulatory requirements.
- Review and approve contractor submittals, including shop drawings, method statements, and material approvals, ensuring compliance with design specifications and project requirements.
- Monitor project progress, identify potential delays or risks, and recommend corrective actions to ensure the project remains on track.
- Conduct regular site inspections to ensure quality control, adherence to safety protocols, and compliance with contractual obligations.
- Chair progress meetings with contractors, consultants, and stakeholders to review project status, resolve issues, and ensure alignment on project objectives.
- Provide technical guidance and support to the project team, ensuring the resolution of design and construction challenges.
- Ensure compliance with local regulations, including Qatar Construction Specifications (QCS), and international standards.
- Manage project budgets, schedules, and resources, ensuring efficient and effective project delivery.
- Lead and mentor the construction supervision team, fostering a culture of collaboration, accountability, and excellence.
- Bachelor’s Degree in Civil Engineering from an accredited university with professional qualifications from a recognized international institution.
- Must be a Chartered Engineer (CEng or equivalent) from a recognized professional institution.
- MME registration is required.
- Minimum of 20 years of post-graduate experience in design, site supervision, and construction management, with at least 7 years as a Senior Resident Engineer on large infrastructure projects of complex nature, including roads, utilities, drainage systems, public realm enhancements, and other critical components.
- Demonstrated knowledge of international construction/contract law, contract administration procedures, and staff management.
- Perceptive understanding of Public Authority procedures and the ability to interpret statutes, code ordinances, and regulations.
- Proven experience in technical and financial proposals, evaluation, constructability, technology deployment, and solving technical problems during construction activities.
- Proficiency in project management tools and software, including MS Project or Primavera P6.
- Excellent written and verbal communication skills, with the ability to prepare and present detailed reports and engage with clients and stakeholders.
- Strong leadership skills to lead a multidisciplinary project management team and deliver successful, fast-track results.
- Knowledge and ability to understand, lead, and make appropriate decisions to progress the work mentioned in each staff responsibility.
- Demonstrated effective managerial capability on construction projects of comparable scope and complexity.
- Experience working on large-scale infrastructure projects in the Middle East or GCC region, including roads, utilities, drainage systems, and public realm enhancements.
- Familiarity with environmental and sustainability practices in infrastructure projects.
- Ability to work collaboratively in a fast-paced, multidisciplinary environment.
- Strong problem-solving and decision-making skills, with the ability to address complex technical and managerial challenges.
