Guildhall is currently recruiting for Framework Manager for one of the leading international clients in the EPC sector for a major long-term Roads Operation & Maintenance Infrastructure project in Qatar. The Framework Manager will lead and oversee the Roads Operation & Maintenance (O&M) Framework Project in Qatar. This is a senior leadership role that requires strong technical, contractual, and managerial expertise.Key responsibilities:- Manage and deliver large-scale road operation and maintenance projects.
- Ensure compliance with client requirements, safety standards, and international best practices.
- Provide strategic direction to achieve project milestones and long-term goals.
- Manage Performance-Based Contracts (PBC), ensuring alignment with Service Level Agreements (SLA) and Key Performance Indicators (KPI).
- Ensure contractual obligations are met on time, within budget, and with high quality.
- Oversee routine and preventive road maintenance, including pavements, bridges, tunnels, road signs, and lighting.
- Ensure operational efficiency and asset reliability through modern engineering practices.
- Manage road, bridge, and ITS operations (Intelligent Transportation Systems).
- Apply asset management systems and life cycle strategies to maximize long-term value.
- Lead multi-disciplinary teams, including engineers, supervisors, and technicians.
- Provide staff training, skills transfer, and professional development programs.
- Build a culture of safety, accountability, and high performance.
- Serve as the main point of contact with the client and key stakeholders.
- Report on project progress, risks, and KPIs in a clear and professional manner.
- Maintain strong relationships with government authorities, consultants, and subcontractors.Requirements:- Bachelor's degree in Civil Engineering, Project Management, or a related field (BSc, BEng, BA, or equivalent).
- For Qatar, all degrees must be MOFA-stamped (Ministry of Foreign Affairs).
- Degrees must be from WHED-recognized universities (translated if not in English).
- Minimum 14 years total professional experience in roads or infrastructure projects.
- At least 7 years of continuous experience in a senior role (Framework Manager, Operations Director, or similar).
- Proven track record in managing large-scale infrastructure or O&M projects.
- Experience records must include job titles, responsibilities, locations, and employment dates.
- Strong leadership and decision-making ability.
- Excellent project management and organizational skills.
- Ability to solve complex technical and operational problems.
- Experience delivering specialist services to meet project requirements.
- Relevant professional certifications (translated into English if required).
- Employment experience certificates from previous employers.
